The problem with this picture is scale? It’s very difficult to judge the size of the bird with the surrounding habitat. But its general shape suggests to me that it is a Falcon. Therefore it could be one of the following

Merlin (male)
Peregrine
Or
Peregrine something cross?

The head is not dark enough for adult peregrine, therefore could be a young bird?? Time to make a choice?

Flip the coin and go for Merlin?

'tis indeed a male Merlin, an immature, this bird was regularly seen Tetney-Grainthorpe Marsh this past winter.
