Apparently the road does not fall under the jurisdiction of the Highways Agency.
Even if your sliding down sideways to the car park and can't get back up the hill.
They replied with in minutes though and on a Sunday.

Alkborough Flats Road Closure.
The Highways Agency is responsible for the maintenance and upkeep of the motorway network and major trunk roads in England. A trunk road is defined as a strategic link road between two centres of significant economic importance: such as cities, ports and airports where a motorway is not present.
All other roads including B roads, minor roads and urban roads fall under the jurisdiction of the local authority and their highways department. I have provided the link below to our network map so that you can view the roads which we cover.
