I recently watched three bird ringers in Mexico clip about a quarter of an inch off a wing feather of two northern waterthrushes. Is this usual and what was the purpose of it. I would be grateful if someone could let me know

This is a practice I have never heard of and certainly is not permitted in the UK. I cannot think of any practical reason for doing so and is a serious bird welfare issue. I would suggest you contact the BTO Ringing Section to see if they can assist.

I must emphasise that it didn't seem to harm the birds who flew off happily on release

I have now received a reply which I duplicate below

Thanks for your email enquiry regarding the clipping of feathers. This is
permitted in UK under licence. Usually this is a maximum of 1cm off the
inner wing feathers or more often the tips of the outer tail feather. This
is usually used for isotope analysis.
